Februar neue Klimazusagen für 2035 bei den Vereinten Nationen einzureichen, zeigt eine Analyse von <a href="https://climatejustice.global/tags/CarbonBrief" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>CarbonBrief</span></a>. Dazu gehören die <a href="https://climatejustice.global/tags/EU" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>EU</span></a> inkl. <a href="https://climatejustice.global/tags/Deutschland" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Deutschland</span></a>. Die Länder, die die Frist verpasst haben, repräsentieren 83% der globalen Emissionen und knapp 80% der Weltwirtschaft. </p><p>Nur 10 der 195 Vertragsparteien des Pariser Abkommens haben ihre neuen Emissionsminderungspläne, bekannt als "national festgelegte Beiträge" (Nationally Determined Contributions, <a href="https://climatejustice.global/tags/NDC" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>NDC</span></a>s), fristgerecht veröffentlicht. Einige vorgelegte Pläne wurden als unzureichend bewertet, darunter auch der der <a href="https://climatejustice.global/tags/USA" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>USA</span></a> unter der vorherigen Regierung von Joe Biden.</p><p>Im Rahmen des Abkommens haben sich Länder verpflichtet, alle fünf Jahre neue Pläne vorzulegen, in denen sie beschreiben, wie sie ihre <a href="https://climatejustice.global/tags/Emissionen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Emissionen</span></a> reduzieren und sich an den <a href="https://climatejustice.global/tags/Klimawandel" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Klimawandel</span></a> anpassen wollen. Die Länder haben außerdem zugestimmt, alle fünf Jahre eine "globale Bestandsaufnahme" durchzuführen, um ihren Fortschritt bei der Erreichung der Ziele von Paris zu bewerten und entsprechend ihre Bemühungen zu verstärken. </p><p>Dieser "Überprüfungs- und Verschärfungsschritt" (review and ratchet) ist entscheidend für die Erreichung der Ziele des Pariser Abkommens. Als das Abkommen vor 10 Jahren verabschiedet wurde, war klar, dass die Länder weit davon entfernt waren, ihre Ziele zu erreichen. Man hoffte, diese Lücke im Laufe der Zeit durch zukünftige politische Maßnahmen und Technologien schließen zu können. Daher erfordert der sogenannte "Verschärfungsmechanismus" (<a href="https://climatejustice.global/tags/ratchetmechanism" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>ratchetmechanism</span></a>), dass jede Runde der Zusagen weiter geht als die vorherige und die "höchstmögliche Ambition" der Länder widerspiegelt.</p><p>Die <a href="https://climatejustice.global/tags/COP30" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>COP30</span></a> in Brasilien im November wird als entscheidender Moment betrachtet, um die Bemühungen der Länder zur Erreichung der Ziele des Pariser Abkommens zu verstärken. Die ersten beiden Runden der NDCs fanden 2015 und 2020-21 statt. Der 10. Während ein Pkw in Deutschland im Durchschnitt externe Kosten von ca. 5000€/Jahr verursacht, spart das Radfahren und zu-Fuß-Gehen durch die positive gesamtheitliche Wirkung der Allgemeinheit Kosten [1] [2].<br>Die <a href="https://climatejustice.global/tags/Parkgeb%C3%BChren" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Parkgebühren</span></a> decken jedoch vielerorts nicht einmal die direkten Kosten für die Bereitstellung und Instandhaltung der Parkplätze ab [3]. Gerade die FDP müsste für höhere Parkgebühren sein, wenn sie kein <a href="https://climatejustice.global/tags/Marktversagen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Marktversagen</span></a> befürwortet. <br>Warum ist die FDP gegen einen funktionierenden Markt? </p><p>2. Der Bericht des <a href="https://climatejustice.global/tags/Weltverkehrsforum" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Weltverkehrsforum</span></a>s und die Rüge der <a href="https://climatejustice.global/tags/OECD" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>OECD</span></a> </p><p>Der "<a href="https://climatejustice.global/tags/ITF" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>ITF</span></a> Transport Outlook" des International Transport Forums von 2023 machte deutlich, dass die <a href="https://climatejustice.global/tags/Klimaschutzziele" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Klimaschutzziele</span></a> von Paris nur mit einem "Ehrgeizige-Ziele-Szenario" einzuhalten sind. Zu diesem gehören <a href="https://climatejustice.global/tags/CItyMaut" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>CItyMaut</span></a>, <a href="https://climatejustice.global/tags/Parkraumbewirtschaftung" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Parkraumbewirtschaftung</span></a>, <a href="https://climatejustice.global/tags/Zufahrtsbeschr%C3%A4nkungen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Zufahrtsbeschränkungen</span></a> für den <a href="https://climatejustice.global/tags/MIV" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>MIV</span></a> (<a href="https://climatejustice.global/tags/AutofreieZonen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>AutofreieZonen</span></a>, <a href="https://climatejustice.global/tags/Superblocks" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Superblocks</span></a>) sowie <a href="https://climatejustice.global/tags/Parkraumr%C3%BCckbau" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Parkraumrückbau</span></a> [4]. </p><p>Nicht nur, dass die FDP diesen Empfehlungen nicht folgt – <a href="https://climatejustice.global/tags/Wissing" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Wissing</span></a> und Staatssekretärin <a href="https://climatejustice.global/tags/Kluckert" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Kluckert</span></a> waren beim <a href="https://climatejustice.global/tags/Weltverkehrsforum" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Weltverkehrsforum</span></a>, dem Treffen der Verkehrsminister:innen, anwesend, müssen die Empfehlungen also kennen) – macht und fordert Wissing in seinem Amt teilweise das Gegenteil, untersützt von seiner Partei. Die <a href="https://climatejustice.global/tags/OECD" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>OECD</span></a>, zu der das <a href="https://climatejustice.global/tags/ITF" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>ITF</span></a> gehört, hat die <a href="https://climatejustice.global/tags/Bundesregierung" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Bundesregierung</span></a> bereits für dieses Verhalten gerügt [5]. <br>Warum will die FDP die Einhaltung des Pariser Abkommens sabotieren? </p><p>3. <a href="https://climatejustice.global/tags/Einzelhandel" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Einzelhandel</span></a> </p><p>Zahlreiche Studien und Metastudien zeigen, dass eine Reduktion des Autoverkehrs den Einzelhandel nicht schwächt, sondern stärkt, sowohl in Hinsicht auf autofreie Zonen [6-14], Radwege [15-17] wie Parkraumrückbau [18].
