1. Availability of alternative electricity sources, sufficient to meet and exceed rising demand.

2. The end of new coal capacity.

3. Pricing externalities, such as air pollution and carbon dioxide (CO2), thus tipping the economic scales in favour of alternatives.

4. The government setting a clear phaseout timeline a decade in advance.

55/n #COP28 🧵 well now we have it: the Landmark Deal. The Schrödinger Cat of landmark deals: it both is and isn’t one! Yes, there is an agreement to “transition away”. Which is not nothing. But it is not at all, at all enough; the weakest, possible version you can imagine.

I just hope it’s enough of a wedge to make substantial further progress on #PhaseOut at #COP29 and #COP30. Clutching straws, I know, but you have to make the most of what you have

51/n I mean, it IS progress that the #COP28 overton window is now #PhaseOut vs #PhaseDown. Considering that 3 years ago fossil fuels were still not even mentioned. Now at least this is what is being talked about. BUT: we just have so little time; we really do need immediate commitment to #PhaseOut, not the longest possible, most watered down #PhaseDown version now being agreed (and then pledges not even being met, of course). It remains the case that many key world leaders still do not REALLY
