Levinson ⁂<p>The Francis Scott Key Bridge collapse illustrates we cannot plan for every contingency. </p><p>(Though of course there are things we could have done to defend the Bridge piers better, those were neither free nor 100% effective). </p><p>And the more attention and more resources devoted to identifying and defending against certain rare events, the less we pay to others.
