No lesson learned. Appeasement toward in the 1990s or Putin since 2000 led to escalation. Likewise, false neutrality in the conflict between Milosevic's propaganda minister @avucic@twitter.com and former political prisoner @albinkurti@twitter.com will encourage Belgrade to escalate further.
