@jon something to possibly add, as it is being discussed by some nerds: usage of stations in Germany that have less capacity problems but are less central (Köln-Bonn, Köln Deutz, Köln-Ehrenfeld?), and Hamburg and Berlin.
Also, is investing in infrastructure quirks (likechanging hangar wiring) that much more expensive compared to other investments needed such as buying new trains, advertising the new service, pay for parts of the costs associated with the passport checks?
